Just to share with others here is the part of the GPO I have in place and IS working when a user is logged into the chrome browser: I have HALF the policy via GPO in place (and works) that is to make CHROME browser aware (handler in place) to open Gmail as your default mail application. I am thinking you do this throguh a Registry change and IMPORT via GPO. WHICH YOU CAN DO manually! Instead I want this set via Group policy. The goal is to swap this over to Gmail (mail.google.,com) and really point to chrome.exe. In protocol you will see "MAILTO", By default outlook is the default program to open when you click on a web link of an email address.
